Purpose
This module defines the non-negotiable authority structure for all ETHRAEON systems. Human authority is absolute and immutable within the ETHRAEON constitutional framework.

2.2 Authority Properties
- **Immutability:** AC-1 cannot be removed, downgraded, replaced, or suspended by any agent, system, or automated process.

- **Delegation:** AC-1 may delegate specific operational authorities but retains ultimate override capability.

Enforcement Protocol
5.1 Violation Detection
When any output violates T5 constraints:

2. IDENTIFY - Log violation type and location

4. REQUEST - Specify required evidence or canon file
