Purpose
This module defines the relationship between origin servers and edge cache (Cloudflare CDN). The core principle is that origin truth always wins - the origin server is the authoritative source, and edge cache must reflect origin state.

The origin server (Iceland sovereign VPS) is the single source of truth. Edge cache (Cloudflare) is a distribution layer only. Any discrepancy between origin and edge must be resolved in favor of origin.
