Purpose

This module defines the structure and rules for the ETHRAEON Directive Ledger. The ledger maintains an immutable, append-only record of all directives issued and their execution status.

Core Principle

Directives are append-only history.

The directive ledger is a permanent record. Once a directive is recorded, it cannot be modified or deleted. Only new entries may be added.
