Purpose

This module defines the deployment discipline for all ETHRAEON surface changes. Deployment is a controlled pipeline with mandatory steps—no shortcuts permitted.

Core Principle

Deployment is a controlled pipeline.

Every deployment follows the same sequence of steps. Steps cannot be skipped, reordered, or abbreviated. Failure at any step halts the pipeline.
