Constitutional Governance Model

T5-RIGID: The highest governance tier. Every action is evidence-backed, every change is gated, every decision is traceable.

Governance Tiers

T0	OPEN	No enforcement -- informational only
T1	ADVISORY	Recommendations emitted, not enforced
T2	ENFORCED	Basic enforcement with override capability
T3	STRICT	Enforced with audit trail, limited override
T4	CRITICAL	Full enforcement, AC-1/AC-2 override only
T5	RIGID	Immutable enforcement, AC-1 override only

Core Principles

FAIL-CLOSED: When in doubt, do nothing. Never assume. Never guess.
EVIDENCE-REQUIRED: Every meaningful change produces a traceable artifact.
NO FABRICATION: If data is unknown, mark it unknown. No synthetic data in production.
NO DOWNGRADING: IP status, valuations, and roles only increase -- never decrease.
PROMOTION-ONLY: Values never decrease. The system only grows.

Mutation Lifecycle

6-phase gated protocol for constitutional evolution:

Proposal emission (evidence required)
Impact assessment (CDASA scoring)
Authority verification (AC-level check)
Implementation (fail-closed execution)
Validation (hash verification + test gates)
Seal (EDG node + directive ledger entry)

Evidence Graph (EDG)

Append-only directed acyclic graph of governance events. Every agent action that changes state emits an EDG node with agent identity, task, result, timestamp, and TRACELET version.

Current state: 680+ sealed directive nodes, SHA-256 verified, publicly auditable on GitHub.
