Where it sits

CIPHER sits at layer L2.5, the companion layer, between the DELTASUM Codex and the orchestration engines. It is close to the codex because memory is close to law.

How it connects

CIPHER serves persistence and continuity to the engines above it, governed by the codex below it. It is the thread that makes a sequence of actions a single chain.

Continuity ledger

CIPHER is the thread that makes a sequence of actions a single chain. Append entries below; each one carries the SHA-256 hash of the entry before it, so the whole record is a tamper-evident chain. While it holds, continuity is intact. Run the tamper test and an altered entry breaks every link after it, which is how persistent memory proves what was carried forward.
